Started in Tokyo. Built for global markets.
Fractales Ventures is building an alternative data engine for global markets, starting in Japan. Alongside it, we advise boards on governance and risk, and help compliance and legal teams build processes that work.
Building bridges. Transforming ideas into impact.
Good decisions across borders depend on understanding that is local, current and honest about its limits.
The name comes from fractals: structures in which the same pattern repeats at every scale. Knowledge works the same way. A well-understood market informs a decision; a decision becomes a project; a project produces knowledge and relationships that inform the next decision. Our work is designed to make that pattern visible and useful to clients.
Pascal Rosier
Founder and Managing Partner
Pascal has spent his career where important decisions are made: inside the information behind them.
Across Asia Pacific, he helped build and lead the businesses of Bloomberg, Dow Jones, Business Wire, ICE Data Services and LexisNexis, serving the banks, investors, corporations, law firms and governments that depend on trusted data. He grew businesses in some of the region’s most demanding markets and, as President and Representative Director of LexisNexis Japan, brought AI into the heart of legal work while championing the company’s mission of advancing the rule of law.
Two decades on that side of the table taught him a simple lesson: the organizations that last are the ones that see clearly, act responsibly and think long term.
Fractales Ventures is built on that belief. Pascal founded it to help organizations turn data, technology and regulation into better decisions, and to build ventures that create lasting value while leaving the world better than they found it.

How we work.
Principles that apply to every engagement and every published note.
Responsible sourcing
We use lawful, ethical sources and do not obtain information through deception or by inducing anyone to breach a duty of confidentiality.
Provenance
Every factual claim we deliver can be traced to a source and a date. We separate what is verified from what is inferred.
Confidentiality
Client information is used only for the engagement it was shared for. It is never published or reused for other clients without permission.
Specialist involvement
We provide data, operational advice and risk assessment, not legal, audit, investment or regulated financial services. Technical security and legal matters are handled with specialist partners and licensed professionals.
Clear labelling
Confidential client work, independent research and any sponsored content are kept separate. Sponsored content, if we ever publish it, will be labelled as such.
Agreed scope
Deliverables, responsibilities, intellectual property and fees are agreed in writing before work begins.
From question to action.
The same five steps apply whether the work is a one-hour session or a six-month mandate.
Frame the decision
Agree the question that matters, who will act on the answer, and by when.
Gather and verify
Collect sources in the local language, speak to informed practitioners where appropriate, and check what we find.
Interpret in context
Read the evidence with an understanding of how the market actually works, not only how it is described.
Recommend and deliver
Give a clear answer, the confidence behind it, the risks, and the options.
Follow through
Support implementation where useful, and record what was learned.
Tell us what you are trying to decide.
A short note is enough to start. We reply with a view on whether and how we can help, and what a first step would involve.
